An 18-year-old man was reported dead in Carcar City, Cebu on Tuesday, November 25, 2025 while he was catching fish near the mouth of a river, as Tropical Depression Verbena crosses over the Visayas regions.

The man was catching fish using a push net, or scissor net, designed to be operated in shallow waters in Barangay Ocaña, Carcar City past 9 a.m. on November 25.

The man drowned while fishing near the mouth of a raging river. However, the man’s companion, also 18 years old, survived.

At least five barangays in Carcar City were flooded due to rains dumped by TD Verbena.

A major road in Barangay Poblacion 1 looked seemingly like a river after being inundated by floodwaters dawn on November 25. River water rose past Nellas Bridge that sent the national highway flooded.

A gas station in Barangay Poblacion 3 was also flooded since 7 a.m. on November 25. However, several vehicles tried to maneuver past flooded thoroughfares.

As floodwater flowed into establishments, employees of stores were preoccupied in cleaning up their workstations from mud, trash, and other debris. In Sitio Maracas, Barangay Poblacion 2, residents were seen trying to scoop out floodwater, or excess standing water, at about 10 a.m.

According to Joyce Mae Powao, head of Carcar City Disaster Risk Reduction and Management Office, the flood has initially affected over 100 families, or over 400 individuals.

No casualty was reported among the flooded communities, no one was injured, and no person was reported missing, as residents heeded immediately a preemptive evacuation. 

Meanwhile, Talisay City where TD Verbena made a third landfall at 2:40 a.m. on November 25 has not recorded any damages, or the spilling of Mananga River. 

“Medyo na kusog-kusog gyud ang hangin and then ang ulan daghan-daghan gyud, pero wa gyud sya nakabaha sa Mananga, and that same time wa gyud sya nakahimo og kadaut sa atoang properties, mga balay wala ra naguba,” said Alvin Santillana, head of the Talisay City DRRMO.
