Heavy rains from the shear line flooded rice fields and communities in Apayao and Cagayan, forcing families to evacuate as local officials raised alerts.

Photos taken early morning on Thursday, November 27, 2025, in San Mariano–Cabatacan, Pudtol, Apayao showed rice fields that looked like rivers due to nonstop rain. Several homes were also flooded. Local officials reminded residents in high-risk and flood-prone areas to stay alert.

In Sta. Marcela, Apayao, at least 118 families were affected by flooding and were evacuated to safer areas.

In Peñablanca, Cagayan, a landslide made the sunken road in Barangay Quibal impassable. Authorities advised motorists and residents to avoid the area until a new advisory is released.

The Buntun water level also rose above the critical mark. As of 1 p.m., water reached 11 meters.

Data from the Provincial Disaster Risk Reduction and Management Office (PDRRMO) showed that nine towns in Cagayan were experiencing floods due to the shear line and the overflow of the Cagayan River.

A total of 4,049 families, or 13,135 individuals, were affected. About 688 families (2,429 individuals) stayed in evacuation centers, while others moved to their relatives’ homes.

The PDRRMO placed its Emergency Operations Center under red alert and prepared rescue equipment in case the situation worsens.
