About 10 percent of inmates at the Cebu Provincial Detention and Rehabilitation Center (CPDRC) in Barangay Kalunasan, Cebu City have cellular phones.
This was determined after a joint Greyhound Operation at the jail facility dawn on Thursday, November 27, 2025.
At least 104 various cellphones were confiscated inside CPDRC during the operation.
It was learned that a total of 993 male persons deprived of liberty (PDLs) and 80 female PDLs are in the said facility.
The operation was conducted through the joint efforts of the Philippine Drug Enforcement Agency (PDEA) and the Philippine National Police (PNP), based on a request from the Cebu Provincial Capitol.
Aside from cellphones, other items seized consist of chargers, money (in coins and bills), sharp objects, including tools such as a hacksaw which is used for cutting metals.
Retired Supt. Felipe Montejo, CPDRC warden, has ordered a probe into the entry of the items, especially cellphones deemed stringently prohibited.
PDEA has recommended that border security be tightened, including visitors at the jail facility.
The number of confiscated gadgets alarms PDEA as these could have probably been used in the transaction of illegal drugs, according to Jonar Cuayzon, acting provincial officer of PDEA 7 Cebu.
