The Low Pressure Area (LPA 12a) being monitored inside the Philippine Area of Responsibility (PAR) has developed into a tropical depression (TD) named "Wilma" on Thursday, December 4, 2025.

TD Wilma is spotted at about 650 kilometers east of Eastern Visayas, as of 8 a.m.

TD Wilma and the shear line are expected to dump heavy rainfall in areas of the Bicol Region and the Visayas, according to state weather bureau PAGASA at 11 a.m. on December 4.

"Forecast rainfall may be higher in mountainous and elevated areas. Moreover, impacts in some areas may be worsened by significant antecedent rainfall," DOST-PAGASA said.

"The public disaster risk reduction and management offices concerned are advised to take all necessary measure to protect life and property. PAGASA Regional Services Divisions may issue Heavy Rainfall Warnings/Thunderstorms Advisories, and other severe weather information specific to their areas of responsibility as appropriate," it added.
