Local government units (LGUs) in the Visayas and Mindanao suspended classes on Thursday, December 4, 2025 due to Tropical Depression (TD) Wilma.

TD Wilma is spotted over 600 kilometers east of Catarman, Northern Samar as of 10 a.m., according to an 11 a.m. bulletin of state weather bureau PAGASA. 

Governor Harris Ongchuan suspended classes at all levels in Northern Samar beginning 1 p.m. on December 4. 

State weather bureau PAGASA has hoisted Tropical Cyclone Wind Signal Number 1 over Northern Samar. The center of TD Wilma is located at 625 km east of Catarman, as of 10 a.m. on December 4.

Heavy rains are expected on December 4 until Saturday, December 6 with an Orange Rainfall Warning also raised over Northern Samar, based on PAGASA weather advisory.

In Tacloban City, classes in Kindergarten were suspended automatically on December 4 based on Department of Education (DepEd) Order No. 22, Series of 2024, and Commission on Higher Education (CHED) Memorandum Order No. 15, s. 2012, which serve as the basis for suspending classes during typhoons and severe weather conditions.

"Under the revised DepEd Order, Kindergarten classes are automatically suspended in areas under Tropical Cyclone Wind Signal No. 1. As of the 11AM bulletin from PAGASA, Tacloban City is under Signal No. 1, activating the automatic suspension for Kindergarten," a post on Tacloban City Information Office reads. 

"For concerns regarding class suspensions, students, parents, and guardians are advised to coordinate directly with their respective schools," the post added. 

The Province of Eastern Samar raises the alert status from Blue to Red on December 4, following PAGASA weather update on TD Wilma.

In Mindanao, the Provincial Government of Surigao del Norte has issued an advisory regarding localized/granular suspension of classes due to TD Wilma.

Based on the advisory, city and municipal governments are given discretion to suspend classes depending on conditions in their areas. 

The Provincial Disaster Risk Reduction and Management Council has also raised its Emergency Operations Center to Blue Alert status for enhanced monitoring and preparations.

* NAVAL, BILIRAN - Classes and work in Basic Education level, public and private, effective afternoon of December 4 until lifted, according to LGU Naval/FB; 

* KAWAYAN, BILIRAN - Classes in all levels, both public and private, as well as work in Kawayan Districts I and II schools suspended on December 4, starting 12 p.m, according to Kawayan Public Information Office, Vice Mayor Jake Espina/FB;
