The Department of Public Works and Highways (DPWH) 6 owes reportedly five lot owners in Pavia, Iloilo about P2 million.

As the purported debt remains unsettled, one of five landowners placed a streamer below the unfinished Aganan Flyover in Pavia.

The streamer bears the message: “Private Property, No Trespassing.”

The streamer has been placed close to a pillar of the controversial Aganan Flyover Project.

According to Aurora Jamotillo, landowner, there are five of them siblings who own the 1,142 square meters that have become part of the project.

She said that the entire unsettled amount has reached P1,983,115.

“It is an injustice sa aming part. Ang masasabi ko lang sa DPWH at sa contractor, never touch our lot area, hindi kayo makaka-proceed sa inyong works until mabayaran kami in full,” Jamotillo said.

In coordination with DPWH in 2019, she was instructed reportedly to secure all pertinent documents before the payment gets processed. It took about two years for the processing of the documents, she said. 

In September 2025, DPWH promised again to settle payment.

“Nalagdaan na, submitted na. Pagpunta ko sa DPWH and I am waiting for the claim, walang pera!” Jamotillo disclosed.

According to Barangay Aganan, DPWH and the Jamotillo family were summoned years back to discuss over unpaid claims.

DPWH 6 promised to pay, said Barangay Aganan Chairwoman Nemia Lachica.

“Binigyan sila ng mga requirements at na-comply naman nila lahat. Hinihiling natin sa DPWH na bayaran na sila upang matapos na ito,” Lachica said.

GMA Regional TV One Western Visayas tried to seek a comment from DPWH 6 but was not accommodated.

It was learned that the Jamotillo family owns portions of lots on both outerlanes of the road.

The owner plans to place a barricade on the road if DPWH 6 fails to pay by December 31, 2025.

If the barricade is pursued, the flow of traffic is expected to go heavy from Central Iloilo to Iloilo City and vice versa.

“Kung maapektuhan kayo, pasensya muna commuters from ibang towns like Janiuay, Cabatuan,” Jamotillo apologized.

Motorists express worry over the planned barricade.

“Bayaran na nila, matagal na pala 'yan hindi pa binabayaran ng DPWH. Maapektuhan kaming mga driver,” Rufino Sarate, a jeepney driver, said.

The Local Government Unit (LGU) of Pavia is set to intervene in the issue to avoid further public inconvenience.

“We will talk to the owner to give us more time so that the DPWH makabayad sa kanya. Hihilingin natin sa kanya. Number 2, if ever that happens, we will plan out a different route,” said George Gorriceta, Pavia LGU executive assistant.
