A few areas in the Municipalities of Balamban and Asturias in Cebu Province experienced flooding due to incessant rains dumped by Tropical Depression (TD) Wilma.

Areas in at least four barangays in Balamban were flooded on Saturday, December 6, 2025 and Sunday, December 7, according to the Balamban Municipal Disaster Risk Reduction and Management Office. These barangays are Cabasiangan, Nangka, Buanoy, and Arpili. 

Over 200 families, or over 2,000 individuals, have been affected.

No casualty was reported.

However, a policeman sustained minor injuries after the car he was driving fell off a cliff at the Cebu Transcentral Highway in Barangay Cansomoroy.  

The policeman was headed for Cebu City, but upon reaching the area that is flooded and slippery, he decided to go back to Asturias. But while maneuvering the car, the surge of floodwater swept the vehicle away. The car plunged off a cliff about 30 feet high past 5 a.m. on December 7.

In addition, landslides and rockslides occurred along the Transcentral Highway. While clearing operations are ongoing, as of posting time, the Local Government Unit of Balamban has urged the public to avoid traveling via the Transcentral Highway for safety concerns.

Further, a few areas in two barangays in Asturias were also inundated by heavy rains.

Relief assistance arrived immediately in Balamban and Asturias, according to the Cebu Provincial Government.

The first set of relief goods in the form of food boxes, sleeping kits, and hygiene kits were distributed immediately to affected residents.

Earlier, weather forecast had it that the tropical cyclone will cross over the northern section of Cebu.

However, TD Wilma weakened back into a low pressure area (LPA) over the coastal waters of Cataingan, Masbate by 10 a.m. on December 7, based on PAGASA weather bulletin issued at 11 a.m. that day.
