The Davao City Council has approved the local shelter plan 2022-2031 that is expected to benefit nearly 15,000 families who have no permanent homes.
Based on data from the Davao City Housing Office in 2022, the city has a housing backlog of 77,850 families.
By 2031, an additional 110,000 families are projected to need housing, bringing the total requirement to 188,000 housing units.
Of this number, 14,981 families belong to the lowest income group and are considered the top priority beneficiaries for the planned resettlement sites.
“This does not mean that we will not cater those belonging to the higher income group. Only that we will prioritize those in the lowest level because they are in the most need of the government intervention,” Davao City Housing Office Officer-in-Charge, Yuri Partol, said.
“Atoang Local Shelter Plan, naa diri nakahan-ay ang atoang mga pagabuhaton aron matagaan nato og saktong kasulbaran ug katubagan ang mga hagit sa pabalay sa siyudad sa Davao,” Councilor Diosdado Mahipus Jr. said.
The plan outlines housing models, including mid-rise tenement buildings, four-story low-rise buildings, two-story residential building, row houses, and single-attached units. It also details possible beneficiary arrangements such as rent-to-own, transitory housing, and deed of usufruct agreements.
The city government already has a land for housing development, but it needs P17 billion for the construction of the houses.
“The City Government will also endeavor to provide house and lot. Pero this is not exclusively to be endeavored by the LGU kay we need partnership with the national government agencies and even the private sector para matubang ang atong panginahanglanon sa pabahay,” Mahipus added.
The City Council will also proceed to amend the Shelter Code to align with the approved local shelter plan.
“We can now implement the plan. The plan is actually spanning from 2022 to 2031. Since it involves a lot of resettlement sites, what we do first is that preparation of the resettlement sites. We cannot construct as yet without the site plans. So, for example, we have particular plan in Los Amigos, we are currently preparing the paper works and the legal documents for it to be implemented,” Partol said.
