Department of Social Welfare and Development (DSWD) Secretary Rexlon (Rex) Gatchalian is set to file a complaint at the Office of the Ombudsman on Thursday, December 11, 2025 against 14 barangay officials and employees in Iloilo City for alleged modus done to a cash aid program dubbed Assistance to Individuals in Crisis Situation (AICS).

DSWD will be filing a complaint against the barangay chairwoman of Taytay Zone 2, Jaro District, Iloilo City; barangay chairman of Simon Ledesma, Jaro; barangay chairman of Quezon, Arevalo District; barangay chairwoman of Lanit, Jaro; barangay chairwoman of Quintin Salas, Jaro; councilman of Taytay Zone 2, Jaro; two councilmen of Lanit, Jaro; councilman of Quintin Salas, Jaro; two councilmen of Quezon, barangay treasurer of Simon Ledesma, Jaro; and two employees at the Iloilo City Hall.

The case involves alleged grave misconduct, violation of Section 3 of the Philippines' Anti-Graft and Corrupt Practices Act (Republic Act 3019), abuse of authority, and violation of the Code of Conduct and Ethical Standards for Public Officials and Employees.

Earlier, DSWD 6 received at least eight formal complaints against alleged cuts done to the AICS.

At least six complainants appeared personally at the regional office, one sent a complaint through electronic mail (e-mail), and another one used the Presidential Complaint Hotline 888.

The said complaints are reportedly from Iloilo City.

Complainants cited of P8,000 to P9,000 taken away from them of the original amount worth P10,000.
