Authorities in Mangaldan, Pangasinan have intensified safety measures along the Angalacan River following a rise in the number of reported drowning incidents, as more visitors flock to the area, especially during weekends and holidays.

Data from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) show that four incidents were reported in 2025, so far, more than the three cases recorded in 2024.

Officials said the trend is alarming, particularly as the river continues to attract more visitors.

While swimming in the river is not prohibited, authorities warned that some portions are deep and have strong water currents that can pose serious risks.

“Hindi natin ipinagbabawal ang maligo sapagkat dini-develop po natin ‘yan na parang tourist spot sa bayan ng Mangaldan… Umiikot po kami sa mga barangay at nagpa-public announcement po kami,” Rodolfo Corla, Mangaldan DRRM officer, said.

To improve safety, the local government deployed more river guards and fielded 25 trained responders across eight barangays where tributaries of the Angalacan River pass. The responders underwent water search and rescue training with the Philippine Coast Guard and the Provincial Government of Pangasinan.

“’Yan po ay dumaan sa training ng WASAR sa San Fabian, at ang nag-train sa kanila ay ang coast guard at pobinsiya ng Pangasinan” Corla added.

The Philippine National Police has also coordinated with barangay officials to reinforce safety reminders and visibility in the area.

“Execution nga po. Maglagay po ulit ng mga notice po doon at paigtingin po ‘yung pagbabantay sa Angalacan River,” LtCol. Perlito Tuayon, chief of the Mangaldan Police Station, said.

Authorities continue to urge residents and visitors to exercise caution, follow safety advisories, and avoid swimming in dangerous sections of the river to prevent further tragedies.
