Authorities have launched a joint investigation into the death of former Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral, whose body was found near a ravine in Tuba, Benguet.

In a report by Bea Pinlac on Balitanghali Friday, December 19, 2025, Police said the Tuba Municipal Police, regional police units, and the National Bureau of Investigation (NBI) are now working together to determine the cause of Cabral’s death. Scene of the Crime Operatives (SOCO) and a medico-legal doctor are also involved in the probe.

Cabral’s body is currently at a morgue in Baguio City. 

Police said they are still waiting for the family’s permission to conduct an autopsy. Authorities are also coordinating with the family for the next steps.

Police found Cabral’s body near a ravine in Camp 4 along Kennon Road in Tuba, Benguet evening on Thursday, December 18. 

Rescuers said she was already dead when they arrived. Her body was retrieved past midnight and she was declared dead shortly after.

Based on the account of Cabral’s driver, the former undersecretary asked to be left behind in Camp 4 on Wednesday afternoon. 

The driver said he returned about an hour later but could no longer find her. He went back to their hotel in Baguio City, but Cabral was not there, prompting him to seek police help.

At around 8 p.m., authorities found Cabral unconscious near the Bued River.

Cabral was among the public officials earlier linked to alleged anomalies in flood control projects.

Meanwhile, police said it is still not clear if Cabral’s cellphone and other gadgets are already in police custody. The Benguet Police earlier said the items are currently with Cabral’s family.

Authorities said they will release more details as the investigation continues.
