Controversial contractor Cezarah Rowena (Sarah) Discaya arrived at the Mactan Cebu International Airport (MCIA) past 6 p.m. on Friday, December 19, 2025. 

Discaya was taken to the Regional Trial Court (RTC) Branch 27 in Lapu-Lapu City immediately after her arrival at the MCIA.

As of this writing, she is set to undergo a medical examination and will be detained at the Lapu-Lapu City Jail Female Dormitory.

Earlier, two of eight engineers of the Department of Public Works and Highways (DPWH) linked to the anomalous P96.5-million flood control project in Davao Occidental arrived in Cebu from Davao.

District Engineer Rodrigo Larete and Czar Ryan Ubungen, chief of the Finance Section of DPWH Region 11 will be detained at the male dorm of the said facility. 

However, the rest of the accused who did not make it to RTC's cut-off time by 8 p.m. will be taken to the NBI temporary detention cell. 

RTC Branch 27 issued the warrants of arrest against Sarah Discaya and nine others for cases on malversation of public funds in relation to the ghost flood control project in Davao Occidental. 

Discaya was placed under arrest evening on December 18. 

On December 17, two cases filed against Discaya and DPWH-Davao Occidental engineers were transferred to the Lapu-Lapu City Regional Trial Court.

Based on a GMA News Online report, Supreme Court (SC) spokesperson Atty. Camille Ting said this is in accordance with guidelines that corruption-related cases from infrastructure projects must be forwarded to the nearest designated anti-graft court of the nearest judicial region.

“The determination of the nearest judicial region shall be made by the presiding or executive judge concerned,” Ting told reporters.

To recall, the SC previously designated several regional trial courts to handle anti-graft cases.
