Controversial contractor Sarah Discaya and the eight DPWH Davao Occidental officials are in the isolation facility of the Lapu-Lapu City Jail for the mandatory quarantine that would take five days to two weeks.
Police Regional Office (PRO) 7 Director, Brig. Gen. Redrico Maranan visited the accused on Tuesday, December 23, 2025, based on an order from Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla to check the situation of the accused.
However, members of the media were prohibited from joining the inspection.
As the case is considered high profile, security inside and outside of the said jail facility is tightened further.
According to Police Col. Antonietto Cañete, officer in charge of the Lapu-Lapu City Police Office, that aside from BJMP personnel, additional police forces are deployed around the facility.
The president of St. Timothy Construction Corporation, who is among the accused in the case for malversation of public funds, is also detained in the same facility.
After Sarah Discaya was committed to the Lapu-Lapu City Jail dawn on December 20, 2025 along with eight DPWH Davao Occidental officials accused of involvement in the P96.5-million ghost flood control project, the warrant of arrest issued to Ma. Roma Angeline Rimando, president of St. Timothy Construction, was returned by the Pasig Police to Regional Trial Court (RTC) Branch 27 in Lapu-Lapu City.
Just like the other accused, Rimando was presented in court and went through a medical examination prior to her detention.
Discaya, Rimando, and two female officials of DPWH Davao Occidental are detained at the Lapu-Lapu City Jail Female Dormitory, while the other six DPWH officials are at the Lapu-Lapu City Jail Male Dorm.
