The Land Transportation Office-Northern Mindanao (LTO-10) has issued a show cause order against the registered owner and the driver of a pickup truck who brandished a firearm and allegedly made an obscene hand gesture towards motorists in Cagayan de Oro City.
Based on initial investigation, a video went viral online showing the driver of the vehicle pulling out a gun and allegedly waiving a dirty finger toward motorists on Hayes Street on December 29, 2025.
LTO said such actions, if proven, may constitute a violation of the Land Transportation and Traffic Code, particularly the provision prohibiting an “improper person to operate a motor vehicle.”
Following the incident, LTO Chief, Assistant Secretary Markus Lacanilao, ordered LTO-10 to conduct a thorough investigation and have the owner and the driver involved in the incident to appear before LTO-10.
The owner and the driver were required to submit sworn or verified explanations explaining why they should not be held liable administratively for the incident.
Pending the result of the investigation, the vehicle has been placed under an “ALARM” status.
The driver’s license of the person driving the vehicle at that time was also placed under preventive suspension for 90 days.
Lacanilao explained that failure to appear and submit the explanation required will allow the case to be resolved immediately based on existing evidence and records.
