Heavy rainfall inundated over 20 barangays in Bacolod City, according to the City Disaster Risk Reduction and Management Office (CDRRMO).

Riders were seen to have walked their motorcycles along, while wading through above-knee-deep floodwater.

Several commuters were left stranded due to the flooding.

The footage was taken in Barangay Mandalagan, Bacolod City evening January 31, 2026, during a downpour.

A few residents were evacuated but returned home immediately as floodwater subsided.

”The cause of the heavy flooding, na parang flashflood rin kasi mabilis lang naman, is because of the shear line,” said Earl Edward Ramirez, chief of the Operation and Warning Division of the Bacolod CDRRMO.

Residents have to deal with a cleanup again after the flood.

“Perwisyo talaga. Ang bilis ng tubig kasi open ang (culvert),” Grace Javison, an affected resident, said.

Another resident, Estela Galo, said that heavy rainfall now scares her because flooding follows.

“Ang daming basa na gamit. Tuwing may baha, kinakabahan kami,” Galo said.

According to the barangay chairman, the rush of floodwater was because of a river that overflowed.

“Ang problema ngayon, mayroon diyang porsyon (na umapaw). Na-follow up ko na sa DPWH [Department of Public Works and Highways],” Barangay Mandalagan Chairman Cesar Rellos, Jr. said.

Further, the downpour inundated other areas in Negros Occidental.

Two barangays in Sagay City were flooded. A number of residents evacuated and sought temporary shelter at a church. An 87-year-old woman was reported to have drowned in a raging river.

Moreover, nine barangays in Toboso were also inundated. A few residents were rescued. A portion of a bridge was reported damaged.

“Passable pa man ang the other lane. Nakita iyon at inaayos na ng contractor,” Toboso Mayor Richard Jaojoco said.
