Members of Alayon, a local political party, of Cebu’s First Congressional District has expressed support for Mayor Rajiv Enad of Minglanilla, a town in the first district.
The Ombudsman has served a one-year preventive suspension order against Enad for a complaint filed several years ago by private entities associated with the operator of the Minglanilla landfill.
The suspension order was served on Monday, February 2, 2026. The order includes the vice mayor and councilors who served in the previous term.
“We, members of ALAYON, express our full and unwavering support for Minglanilla Mayor Rajiv Enad, Vice Mayor Elanito Peña, and the members of the Sangguniang Bayan who were recently suspended by the Office of the Ombudsman,” Alayon said in a statement posted on Talisay City Mayor Gerald Anthony (Samsam) Gullas’ Facebook account.
The statement was signed by Cebu 1st District Rep. Rhea Mae Gullas and mayors of the first district - Mayor Valdemar Chiong of the City of Naga, Mayor Mytha Ann Canoy of San Fernando, Mayor Caroline Bacaltos of Sibonga, Mayor Mario Patricio Barcenas of Carcar City, and Mayor Gullas of Talisay City.
Enad said that the suspension order stemmed from a case regarding their decision on concerns affecting residents of Barangays Napo and Guindarohan where “ground cracks were observed and assessed to pose potential landslide risks.”
“Mayor Enad, Vice Mayor Peña, and the members of the council have consistently acted in good faith and in the best interest of their constituents. Their decisions and actions have been guided by a clear commitment to protect the welfare, safety, and environment of the people of Minglanilla,” the party added.
“As they pursue the appropriate legal remedies available to them, we stand firmly by their side and extend our continued support throughout this process. We trust that due process will prevail. We remain united and in solidarity with Mayor Enad and the suspended officials as they seek fairness, clarity, and a just resolution to this matter,” Alayon said further.
