Flags flew at half-staff across government offices and public places in Dagupan City as residents mourned the death of former House Speaker Jose de Venecia, Jr., a son of the city and one of the country’s longest-serving lawmakers.
De Venecia, known widely as JDV or Speaker Joe, died on Tuesday, February 11, 2026, at the age of 89.
Born on December 26, 1936 in Dagupan City, he grew up in Barangay Bonuan Gueset where he built the foundation of his early life. Despite holding one of the highest posts in government, he remained close to his hometown.
He served as representative of the Fourth District of Pangasinan for seven terms and was elected House Speaker five times.
During his tenure, Congress pushed key reforms in infrastructure projects. Former military bases were transformed into economic centers, and economic zones expanded to help boost national growth.
Local officials in Pangasinan remembered him as a leader who united different political groups.
“Siya po ‘yung unifying leader and wala po ‘yung party differences kaya nagkaroon po ng rainbow coalition. It was trademark of JDV na pinagsama-sama po itong maraming factions and parties,” said Mayor Jeremy Agerico Rosario, president of the League of Municipalities of the Philippines–Pangasinan Chapter.
Beyond politics, those close to him also spoke about his devotion to his family.
“More than 20 years na kasa-kasama nila ako, I knew how close he was sa kaniyang family at he values talaga ang kaniyang family sa buhay niya. Binalance niya talaga,” said Eva Visperas, his former publicist.
Dagupan City Legal Officer, Atty. Aurora Valle, said the city was preparing a necrological service in his honor.
“Dagupeños are very proud of him and we are mourning for his death and we are actually preparing for a necrological service also. This will be done at the City Plaza, I don't know if this will be coordinated with the family of the late Speaker,” she said.
Flags in Dagupan City will remain at half-mast until March 10, 2026.
His remains are scheduled to be brought to Dagupan City on Saturday and Sunday. He will lie in state at the Annunciation of the Lord Parish in Barangay Bonuan Gueset for two days before being transferred to the Batasang Pambansa on Monday for a memorial and necrological service.
The burial of the former House Speaker is set on Wednesday, February 18.
