The chief of the Land Transportation Office (LTO) vowed to recommend the perpetual revocation of the driver’s license of a 21-year-old driver who hit a 23-year-old businessman in Cebu City and sped away.
LTO Chief and Assistant Secretary Markus Lacanilao was in Cebu to check personally LTO 7’s investigation and assist in the police investigation.
The alleged drunk driver identified as Sean Andrew Pajarillo drove speedily and hit a pedestrian, Kingston Cheng, at Maria Luisa Road in Barangay Banilad, Cebu City dawn on February 8, 2026.
Lacanilao will recommend the lifetime ban of the suspect's license.
Lacanilao added that even though the suspect has not presented his license and vehicle registration, the Operations Division of the agency has already been informed of an alarm.
Lacanilao hopes that the incident may serve as a lesson to other drivers.
He was in Cebu City on February 11 to inspect the renovation of LTO offices to ensure premium service to clients.
Meanwhile, Lt. Col. Jose Losbaños, spokesperson of the Cebu City Police Office (CCPO), recommended to responding police personnel that the suspect must undergo a liquor test and a drug test, especially that the driver purportedly smelled of liquor.
The tests are delayed because of the process and protocol imposed by a private hospital where the suspect was taken.
In addition, the police will conduct a background check on the suspect.
Cases have already been filed against the suspect.
