The Department of Environment and Natural Resources (DENR) and the Protected Area Management Board (PAMB) have issued notices of violation to owners of 11 structures found to have been built illegally within the Mt. Matutum Protected Landscape (MMPL) in Tupi, South Cotabato.
According to DENR-SOCCSKSARGEN (DENR-12), the notices were issued after authorities conducted a joint ocular inspection and investigation in Sitio Glandang, Barangay Kablon on February 12, 2026.
DENR-12 said construction, occupation, and development of any structure within a declared protected area without prior approval constitute a violation of the Expanded National Integrated Protected Area System (ENIPAS) Act of 2018 (RA 11038).
Based on inspection and investigation, the 11 structures were found to have been constructed without the required permits, clearances, and authorization from the PAMB and the DENR.
Owners, claimants, or other interested parties were directed to appear before the Protected Area Management Office (PAMO-MMPL) and/or submit a written explanation within 10 days from the posting of the notice.
“This will provide them the opportunity to present evidence and explain why legal and administrative action should not be pursued,” DENR-12 said.
DENR-12 added that failure to appear within the prescribed period will prompt the PAMB, in coordination with the local government of Tupi, to initiate the demolition and removal of the structures, with the assistance of law enforcement agencies.
“The DENR and PAMB reaffirm their commitment to safeguarding Mt. Matutum and ensuring strict compliance with environmental laws. Concerned parties are strongly urged to respond promptly and cooperate fully with the ongoing investigation to avoid further legal consequences,” DENR-12 added.
