Transport regulators have ordered several bus and public utility vehicle (PUV) terminals in Region 1 to address safety and comfort violations or face possible closure, officials said.

In a report, the Land Transportation Franchising and Regulatory Board (LTFRB) said it issued show cause orders to 10 bus and PUV terminal operators for failing to meet basic standards for passenger welfare. The cited terminals include four in Alaminos City, four in Dagupan City and two in San Fernando City.

The LTFRB said the action aims to ensure terminal operators comply with commuters’ basic rights to safe and comfortable travel.

Among those that received a show cause order is the Bamacada Transport Cooperative in Dagupan City.

Inspectors cited several deficiencies, including insufficient restroom facilities and the lack of separate toilets for women, men and persons with disabilities. Authorities also flagged the absence of CCTV monitoring systems and designated seating areas for persons with disabilities, as well as terminal structures that do not meet requirements for cemented flooring and adequate roofing.

The LTFRB said terminal operators have three months to comply with the standards or risk closure.

“Syempre susunod tayo kasi isasara daw ang terminal kung hindi makapag comply at babawiin ang prangkisa,” Eddie Opguar, board director of Bamacada Transport Cooperative, said.

Commuters welcomed the move, saying improvements would make travel safer and more convenient, particularly during bad weather.

“Para hindi mahirapan kaming mga pasahero lalo na tuwing tag-ulan baha,” Nida Boquiren, a commuter, said.

“Mas quality kasi komportable ang sitwasyon namin,” Lorna Delos Santos, another commuter, added.
