The Davao Light and Power Company (Davao Light) has clarified that consumers in Davao del Norte should pay their electricity bills directly to it after the Northern Davao Electric Cooperative (NORDECO) claimed it is still authorized to collect payments and implement other services.

Several consumers in the province are reportedly confused about where they should pay and apply for electricity connection due to the conflicting positions of Davao Light and NORDECO.

Davao Light clarified that consumers have nothing to be confused about, as it claimed it has full control and is operating the power supply and distribution in Davao del Norte, including Samal Island, in accordance with Republic Act 12144.

The power distributor added that its operations in Samal Island began on February 26, 2026, while operations in other parts of Davao del Norte started on May 26, 2026.

“The billing and collection are rightfully to Davao Light that’s a fact and that is according to law,” Davao Light President, Engr. Enriczar Tia, said.

Davao Light made the clarifications after NORDECO issued a statement, saying there is no final order from the Supreme Court regarding the expansion of Davao Light’s franchise.

NORDECO insisted that it still has the authority to issue billing statements, collect payments, disconnect electricity services, and perform other related functions in the affected areas.

However, Davao Light said such actions by NORDECO would be considered illegal.

“Since we are already in possession of the asset we are doing the distribution services its only Davao Light who will do disconnections, reconnections and all other services it is illegal for the other side to do the disconnection if ever it happens they can scroll our hotline 24/7 and report this to us and we will immediately reconnect,” Tia said.

In a statement, the Davao Consumer Movement urged NORDECO to comply with the current court orders while waiting for the resolution of its petitions.

The group also said Davao Light should provide clear and detailed guidance to consumers.

The group called on both distributors to fulfill their responsibilities and avoid further confusion and inconvenience for consumers.
