Local governments across Northern Luzon have raised their level of preparedness as Super Typhoon #IndayPH approaches the Philippines, prompting stricter safety measures, pre-positioning of relief supplies, and heightened disaster response in vulnerable areas.

In Cagayan, authorities placed the province under Blue Alert status as they prepared for the typhoon's expected effects. Swimming, fishing, and all sea travel in Cagayan waters have been prohibited, while disaster officials continue to monitor coastal communities.

Although the Cagayan River remains below its normal level, authorities identified northern coastal towns from Santa Ana to Santa Praxedes as areas of concern.

"Identified natin ‘yung areas of concern natin since sa taas ng province dadaan ‘yung Super Typhoon Inday. So, ang areas of concern natin ‘yung mga northern municipalities natin coastal municipalities from Sta Ana to Sta Praxedes," Cagayan DRRM Officer Ruelie Rapsing said.

In Isabela, the provincial government has also enforced a no swimming, no fishing, and no sailing policy. A liquor ban has likewise taken effect as part of disaster preparedness measures.

In Dagupan City, fishermen have already pulled their boats ashore after waves began to grow stronger as the typhoon intensified. Weather officials said sea conditions have become unsafe even before the storm's closest approach.

"Kaya tumataas talaga ang wavelength dahil sa bagyo," PAGASA-Dagupan Chief Meteorological Officer Engr. Jose Estrada Jr. said.

Authorities in La Union have also been placed on alert. During a pre-disaster risk assessment, officials reviewed flood-prone, landslide-prone, and storm surge areas while ensuring that food packs and emergency supplies were already positioned for possible deployment.

In Ilocos Sur, non-food relief items have also been pre-positioned, while the Office of Civil Defense (OCD) said similar preparations are underway in other provinces across Region 1.

"Nasimulan na natin ang pre-positioning for the province of Ilocos Sur. On-going na today ang pre-positioning for the province of Ilocos Norte, sa mga susunod na araw sa mga ibang probinsya naman sa La Union and Pangasinan to ensure na may readily available nang food item sa Region 1," OCD-Region 1 spokesperson Adreanne Pagsolingan said.

Meanwhile, the entire Cordillera Administrative Region has also been placed under Blue Alert status. The OCD has advised local disaster risk reduction and management councils to implement preemptive response measures whenever necessary as the region prepares for the possible effects of the approaching super typhoon.

As of 11 a.m. on July 8, Tropical Cyclone Wind Signal (TCWS) No. 1 has been raised in the following areas:

  • Batanes
  • Cagayan, including the Babuyan Islands
  • Apayao
  • Kalinga
  • Isabela
  • Northern portion of Aurora (Dilasag, Casiguran)
  • Northern and central portions of Catanduanes
  • Northeastern portion of Quirino
  • Eastern portion of Ifugao
  • Ilocos Norte
  • Eastern portion of Mountain Province
  • Northern portion of Abra

PAGASA said the highest wind signal that may be raised during Inday’s passage is Signal No. 2 or Signal No. 3.
