Tropical Storm #KiyapoPH slightly intensified on Friday, July 24, 2026, as it moved closer to Extreme Northern Luzon.

As of 10 a.m., the center of Kiyapo was located about 135 km east of Aparri, Cagayan. It carried maximum sustained winds of 75 kilometers per hour (kph), gusts of up to 90 kph, and was moving westward at 30 kph.

PAGASA said Kiyapo will continue moving west northwest toward the Luzon Strait before turning northwest to north. The storm may pass close to the northeastern coast of mainland Cagayan between Friday morning and afternoon before passing very close to or making landfall near the Babuyan Islands between Friday afternoon and evening. It is expected to leave the Philippine Area of Responsibility by Saturday morning.

The weather bureau said Kiyapo could intensify into a severe tropical storm after passing the Babuyan Islands. It may continue strengthening over the West Philippine Sea and could reach typhoon strength before making landfall over southern mainland China.

PAGASA also said raising Wind Signal No. 3 remains possible if the storm intensifies more quickly while crossing the Batanes-Babuyan area.

The southwest monsoon, enhanced by Kiyapo, is expected to bring strong to gale-force winds over most parts of the country on Friday. Strong winds will continue to affect much of Luzon and the Visayas on Saturday.

A gale warning remains in effect over the northern seaboard of Northern Luzon. Very rough seas of up to 5.5 meters are forecast over the coastal waters of Batanes and the Babuyan Islands, while waves of up to 4.5 meters are expected along the northern coasts of mainland Cagayan and Ilocos Norte.

PAGASA warned that sea travel remains dangerous in these waters and advised all vessels to stay in port or seek safe shelter until conditions improve. Operators of small boats in other affected coastal areas were also urged to avoid sailing or take extra precautions.

The weather bureau reminded the public that heavy rain and damaging winds may also affect areas outside the forecast track and urged residents in high-risk areas to follow evacuation orders and other instructions from local authorities.
