The Office of Civil Defense (OCD) in Ilocos Region is monitoring 1,129 barangays in Region 1 as heavy rains from the southwest monsoon, enhanced by Tropical Depression #LuisPH, continue to raise the threat of flooding and landslides across the region.

The OCD said it is keeping a close eye, particularly the barangays in low-lying communities and areas near rivers.

PIO Adreanne Pagsolingan said authorities are focusing on flood- and landslide-prone areas.

"Ito po specifically 'yung sa mga low-lying areas natin and malalapit sa river system natin," Pagsolingan said.

In Dagupan City, floodwaters made travel difficult for motorists along Tapuac Road.

More than 50 households in Barangay Poblacion Oeste were also affected by flooding caused by high tide and the effects of the storm. Barangay officials said the Careenan Creek had already overflowed.

Barangay Chairman Mark Anthony Gutierrez said several areas were already inundated during their inspection.

"Noong nag-ikot kami, may mga binabaha nang lugar, lalo sa may Macario Street. Ito 'yung sakop ng Careenan Creek," he said.

Marife Telio, a resident, said flooding has become common during the rainy season and welcomed the early suspension of classes.

"Kapag ganitong tag-ulan, talagang binabaha na dito. Mabuti na lang maagang nag-suspend ng klase kasi kawawa mga batang maglalakad sa baha," she said.

Authorities continue to monitor river systems across Region 1.

As of 1 p.m., most rivers remained at normal or below-normal levels, according to the OCD.

"Ang ating mga river system ay either below o normal level ang ating mga river system sa Region 1," Pagsolingan said.

The OCD said no rivers in the region had overflowed as of afternoon on Monday, August 3, 2026, but monitoring remains ongoing as rains continue.
