Regional disaster authorities across North and Central Luzon remained on alert on Monday, August 3, 2026, as Tropical Depression #LuisPH and the enhanced southwest monsoon triggered flooding, road damage, and rising rivers.

The Office of Civil Defense (OCD) in Region 1 placed its Emergency Operations Center under Blue Alert as it continued to monitor weather conditions and potential flooding. OCD Region 2 also raised Blue Alert and said relief supplies and response assets had already been pre-positioned in case evacuations become necessary.

OCD Region 2 spokesperson Alvin Ayson said authorities were ready to respond if conditions worsened.

“May mga pre-positioned food and non-food items para sa mga evacuation centers natin just in case na may preemptive and forced evacuation. ‘Yung mga members natin na mga uniformed personnel ay may mga prepositioned assets na rin,” he said.

In the Cordillera region, the OCD conducted a pre-disaster risk assessment while member agencies remained on standby for possible augmentation and mobilization.

Heavy rains also affected major roads in Benguet and Ifugao. The Department of Public Works and Highways (DPWH) limited traffic to one lane along the Baguio-Bontoc Road in Caliking, Atok, Benguet after a road slip. Crews installed plastic barriers while monitoring and clearing operations continued.

In Ifugao, only one lane of the Banaue-Hungduan-Benguet Boundary Road in Abatan, Hungduan remained passable after a soil and rock collapse. Heavy equipment was deployed to clear the debris.

In Aurora province, light vehicles were temporarily barred from crossing the spillway in Barangay Dianed, Dipaculao after continuous rain caused water levels to rise. The Municipal Disaster Risk Reduction and Management Office advised motorists to wait until floodwaters subsided before crossing.

In Isabela, overflowing water submerged the Annafunan and Gucab overflow bridges in Echague due to runoff from upstream areas.

Isabela DRRM Office spokesperson Exiquel Quilang said the province's river system is heavily influenced by rainfall from neighboring provinces.

“Kasi ang Cagayan River natin ay mula po sa tubig-ulan sa kabundukan ng Quirino Province at Nueva Vizcaya, bumabagsak po rito sa Isabela, patungo po ng Cagayan Province,” he said.

Authorities monitored the overflow bridges around the clock and prevented motorists from crossing the flooded structures.

Echague DRRM Operations Center Chief Cyrus Angoluan said personnel had been deployed to enforce the road closures.

“Para hindi sila tumuloy sa Gucab at Annafunan kasi not passable na. Doon sa alternate route na lang. Kahit nagsasabi po kami, may mga nagpupumilit na tumawid kaya naka-deploy ang barangay saka iniikutan ng PNP,” he said.

The provincial government of Isabela also imposed a no-swimming, no-sailing, and liquor ban as a precaution against the effects of the storm.

Quilang said provincial responders were prepared for additional deployments, especially in coastal communities facing rough sea conditions.

“'Yung ating kinauukulan ay naka-ready na para sa augmentation dahil hindi po natin maiaalis 'yung gale warning o banta ng daluyong sa mga coastal areas natin,” he said.

Despite localized flooding and road disruptions, the Isabela Provincial Disaster Risk Reduction and Management Office said there had been no reports of significant flooding in low-lying areas as of Monday. Authorities said evacuation centers were ready should heavy rains intensify.
