Nearly 200 families sought shelter in evacuation centers after heavy rains brought by the southwest monsoon enhanced by former Tropical Depression #LuisPH triggered flooding, strong winds and power outages across parts of La Union, provincial officials said.

Floodwaters inundated several areas in the province on Monday, August 3, forcing motorists to abandon or push their vehicles through inundated roads in San Fernando City. Along Quezon Avenue, floodwaters rose quickly, making travel difficult for motorcycles and public utility vehicles.

In Naguilian town, Barangay Gusing Sur was submerged as rivers rapidly swelled. Residents rushed to move their livestock to higher ground to keep them from drowning.

"Noong pumunta ako sa ibang barangay wala pa ‘yung tubig, pero pagbalik ko sobrang taas na ng baha kaya ‘yung motor ko hindi ko na naidaan iniwan ko nalang sa daan, malulunod na ýung mga baboy kaya nilagay na sa mataas na lugar ‘yung mga baboy," Xyrchez Pascua, a resident, said.

Floodwaters also quickly rose in Barangay Mamat-ing Sur, while strong gusts accompanied the continuous rains.

Authorities conducted a rescue operation in Barangay Lower Tumapoc in Burgos on Monday night after two people became stranded by a fast-rising river while trying to retrieve their cattle.

The La Union provincial government said flooding affected several villages in San Fernando City, Bauang, Sto. Tomas and Naguilian. Rescue teams also assisted employees stranded inside an office building in San Fernando City.

Clearing operations began Tuesday, August 4, morning after strong winds toppled trees in several areas.

"Yung ibang tahanan may nagsiliparan ang bubong, may mga signages na natanggal dahil sa lakas ng hangin. Sabi nga namin sa probinsya wala kaming signal dito, pero 'yung naranasan naming hangin at malakas na ulan parang nasa Signal No. 1 or Signal No. 2 na po kami," La Union Provincial Information Officer John Martin said.

Provincial officials said 159 families, or 484 individuals, remain inside evacuation centers in Naguilian and Bagulin. Another 29 families, or 99 individuals, are staying with relatives outside evacuation centers.

"Mayroon pong 159 families or 484 individuals na nananatili sa bayan ng Naguilian at Bagulin, habang mayroong 29 families or 99 individuals ang nananatili outside evacuation center. Mostly nasa mga kamag-anak ang mga ito," Martin said.

Meanwhile, 34 barangays in Bauang, Naguilian and San Fernando City experienced power interruptions due to the severe weather.
