The P9.9-million super health center in Barangay Labangon, Cebu City remains unused despite being completed long ago, as the facility reportedly still lacks a building permit.
In May 2025, the Department of Health (DOH) turned over the super health center in the city’s south district to the city government.
The facility was expected to help residents in the south district so they would no longer have to crowd to the Cebu City Medical Center, a public facility.
With the construction of the super health center, the government aimed to improve the services provided by local health units.
The previous administration had targeted the facility to become operational by June 2025. The facility remains unused today, as of this writing.
According to the mayor’s chief of staff, Kenneth Siasar, the super health center cannot begin operations until all the necessary documents have been complied with.
He said that, to date, the super health center still does not have a building permit, even though its construction was completed some time ago.
“Kining Labangon until now, dili maka-issue man gud ang atoang miari gani ang DOH sa atoa gibisatahan pud last week tungod kay wala siya dokumento man gud sa iyang pag construct so wala siyay building permit,” Siasar said.
Siasar clarified that this happened before the current mayor, Nestor Archival, took office.
He said the city government is already taking steps to address the issue.
“Ato nang gi-refer sa City Legal nga unsaon ang pamaagi niini nga maglisod man og turn over ang DOH ngadto sa Cebu City government tungod kay incomplete man or walay gyud siyay document sa pag construct niini,” Siasar added.
The chief of the Office of the Building Official (OBO) did not face the media when asked for comment.
Barangay Labangon chairman Derrick Yap said he is optimistic that all the issues will be resolved and that the super health center will soon become operational. He said the facility will serve not only the residents of Labangon but also those from neighboring barangays.
In the meantime, the barangay is monitoring and guarding the structure.
“We are trying to fix things out together with our beloved mayor kay gusto na sad ta nga functional siya so hopefully mao na gyud ni ang panahon nga moandar na gyud ang atong super health center,” Yap said.
