Several residents find themselves packing their belongings hastily as authorities enforce a court-issued writ of demolition, targeting around 14 homes and 14 families in the area, covering 4.2 hectares of government-owned land in Barangay Cararayan, Naga City, on November 23, 2023.
The sequence of legal proceedings that initiated the demolition process dates back to 2021 when the Department of Agrarian Reform (DAR) granted ownership of the disputed land.
"Ngonian nag issue po ang court nin writ of demolition dated May 25, 2023. So nag agi na po ining proseso, kumpleto na po, sobra nang pakiolay kaya ngonian ta iimplementar ining decision po kang husgado," said Vincent John Belleza, Provincial Sheriff of the Provincial Agrarian Reform Adjudicator Office in Camarines Sur.
Despite appeals from the residents, the court denied their request, releasing a final and executory decision.
"Mayo man kitang maginibo sir, kundi talagang masunod kita ta iyo ang (kasuguan) — saka nangungupahan lang kami, yung mga gamit mi okay naman," said Heidi Rañola-Eva, one of the residents affected.
As part of the relocation plan, the residents affected will be moved to new lots. However, the current state of the relocation area is not yet ready to accommodate them fully.
"Saro pa po si mga lilipatan nindang lote dae pa man (naka andam) ang masaklap kaini, sain sinda miristar, sain (sinda) maturog. Gigibuhan mi na lang paagi para matabangan sinda," said Rodrigo Agravante Jr. the barangay captain.
"Yaon po kami digdi para mag provide ning security bako po para sa sarong party lang, so both parties po is — yaon kami digdi para magsecure na i-defend ang rights ninda," added PMaj. Crisanto Romero, Station Commander of NCPO Station 6.
The local government is actively seeking suitable relocation areas for the families affected.
