Nine of the 12 most outstanding performers in the November 2025 Civil Engineer Licensure Exam (CELE) represent schools hailing from the regions, with University of San Carlos alumnus Jonathan Conrad Yu topping the list.
This, after the Professional Regulation Commission (PRC) released the results to the most recent board examinations for civil engineers last Saturday, November 29.
Cebuano solo topnotcher Jonathan Conrad Yu– a Cum Laude graduate from USC’s Class of 2024– garnered a 91.7% exam rating; while Pangasinense Jan Patrick Barboco from PHINMA-University of Pangasinan placed second overall with a 91.65% score.
Graduates of universities based in the regions dominate the prestigious top passers list. Of the 12 topnotchers, two are from North/Central Luzon; two from Southern Luzon; two from Visayas; three from Mindanao.
4th - Kasler Dell Abansi of Saint Louis University (SLU) - Baguio - 91.65
6th - Eduard Anthony Camano of Batangas State University - Alangilan - 90.35
7th - Renzo Gantala of Southern Leyte State University (SLSCST) - Sogod - 90.20
8th - Brian Dela Torre of University of Southeastern Philippines - Davao City - 90.10
9th - John Lester Galit of Batangas State University - Alangilan - 90.00
10th - Raniel Dann Irag of Ateneo de Davao University (AdDU) - Davao - 89.85
–10th - Dakila Maraginot of Misamis University - Ozamis City - 89.85
Meanwhile, University of the Philippines - Diliman emerged as the top performing institution with a 95.18% passing rate.
A total of 4,268 out of 14,043 aspiring civil engineers passed the November 2025 CELE, good for a 30.39% national passing rate.
