Roi Zedrick Belen, a Camarines Sur Polytechnic College-Nabua product, has emerged as the solo topnotcher in the April 2026 Midwives Licensure Exam (MidLE) after garnering a 93.70% exam rating. 

The results were announced by the Professional Regulation Commission (PRC) on April 21, Tuesday afternoon.

In his Facebook post, Belen, who’s also a registered nurse, described the journey as draining, and admitted that at one point he would compare himself to his peers, but said the achievement was once only a prayer.

“Sobrang daming struggles before makaabot sa point na ‘to. Financially, physically, mentally, and emotionally, I was drained,” he wrote.

“For the past few months, I was really really pressured by the fact na nahuhuli ako. I am watching the stories of my friends and colleagues — they’re on their own path to success, employed na, may work na. I tend to compare myself, the phrases 'Buti pa sila,' 'Tama ba ‘tong tinatahak ko?' really echoed in my mind. But the moment I handle patients in our clinic, I am always reminded of my purpose, that I am being made for something greater,” he added.

Belen happily expressed that the impressive feat was once only a prayer, detailing how he asked for guidance and the blessing of memory so he would be able to remember what he studied and use them during the exam. 

Not only did the Camarines Sur native prayed to be able to pass, but also "if it’s part of Your will, mag topnotcher pa po ako, I really want this for my family, for myself, and for the dream. If it’s part of your plans, then I trust you. If maging topnotcher ako in the future, then I will serve my purpose."

"...and here I am, honed by faith, and trust to God, and I always ended my prayer like this–Lord, I am Roi Zedrick F. Belen, RN na, and magiging RM pa," he added.

The state college has also acknowledged the feat, congratulating Belen through a social media post, saying his “dedication, perseverance, and passion for the profession have brought immense pride and honor to the institution.”

Eastern Samar State University-Borongan was listed as the top-performing school with all its 43 takers succeeding for a perfect passing rate.

The Palo, Leyte-based University of the Philippines School of Health and Sciences had a 95.52% passing rate (64/67) to come in second; while Tagoloan Community College in Misamis, Oriental placed third with a 93.88% (46/49).
