A 27-year-old resident of Lapu-Lapu City received P10,000 after he availed of free circumcision through the "Operation Tulî" program of the City Government.
Barangay Basak Chairwoman Jasmine Chan, president of the Association of Barangay Councils in the city, handed the cash over to the resident.
The Local Government Unit of Lapu-Lapu City has offered P10,000 to adults, 20 years old and above; and P20,000 to senior citizens, who are bold enough to come forward and get circumcised.
In the Philippines, circumcision is considered a social norm that happens in boyhood or a few years to puberty.
The program was carried out at the Hoops Dome in Barangay Gun-ob, Lapu-Lapu City morning on Tuesday, May 20, 2025. It is offered usually during the school break where most of the children are on vacation.
The City Government coordinated with government agencies and medical schools to assist staff members of the Lapu-Lapu City Health Office in facilitating the program.
Marvin Sancho, father of three boys, ages 11 years old, nine years old, and seven years old, took time to accompany the three to the Hoops Dome.
While other kids were crying in pain, and others expressing they are afraid of the procedure, there were other boys who diverted their attention from the procedure by playing games on their mobile phone.
According to Lapu-Lapu City Mayor Junard Chan, because of the number of children who would want to avail of the program, “Operation Tulî” is scheduled for three days – May 20, 2025, May 22, 2025, and May 30, 2025.
As for residents of Olango Island, the program is set on June 3, 2025.
Those who availed of the free services were also treated to free ice cream and snack items from a prominent fast food chain.
Further, it was learned that the adult resident who received P10,000 cash is from Sitio Humay-humay, Barangay Pajo.
At about noontime on May 20, 2025, the number of circumcised children reached about 1,000.
