After 19 days of waiting, the police have already received from the management of Central Philippine University (CPU) in Iloilo City a copy of the closed-circuit television (CCTV) footage on animal cruelty. 

The footage showed of a security guard shooting to death a stray dog in the university campus.

The CCTV footage serves as a vital piece of evidence for the filing of a case against the security guard for violation of Republic Act 10631, or the Animal Welfare Act.

“Malaking bagay ito, makakatulong at maka-standout sa ipinaghahanda natin na kaso na isasampa natin sa responsible person,” said Captain Mary Jane Panes, chief of Iloilo City Police Station 3.

In a video acquired by a group of animal rights advocates, gunshots and the whining of a dog were heard. Two more dogs were seen scampering.

The video also showed of a dead dog stuffed purportedly in a sack and placed on a pickup truck.

Earlier, the security guard admitted shooting the dog for fear it is rabies-infected.

The security guard was already dismissed from work.

GMA Regional TV One Western Visayas tried to secure a copy of the CCTV footage, but the police and the university management declined.

The university further assured that the case is isolated and that the school is an animal-friendly zone.

“Ang ina-achieve ng CPU is makapag-create tayo at makapagbigay ng safe space or environment hindi lang sa ating mga estudyante, sa ating community, sa ating faculty and staff, but even sa pets na nandito,” Carmelle Frances Romero, administrative officer at CPU’s Office of the University President, said.

The case is set to be filed against the security guard on the last week of June 2025.
