At least 1,769 families in Iloilo City whose houses were damaged by Tropical Cyclones Tino (Kalmaegi) and Uwan (Fung-wong) in November 2025 thought they would receive their shelter materials quickly, citing Quick Response Fund should have been “quickly released.”
However, the typhoon victims said that distribution took a slow pace. About two months after the tropical cyclones hit Western Visayas, the families have not received their shelter materials yet.
For example, typhoon victims in Barangay General Hughes, Iloilo City Proper have been waiting for the distribution.
Alias “Gang,” whose house was destroyed, has not started rebuilding her house.
She sought temporary shelter in a boarding house and pays P2,500 monthly, along with her live-in partner who is a senior citizen.
“Ang aming concern, ang Negros, nakapamigay na. Ang Iloilo, hindi pa. Meron naman sana kaming negosyo ngunit hindi kaya kasi may pang-araw-araw ring pagkain, may pang-araw-araw na gastusin,” alias “Gang” pointed out.
Meanwhile, alias “Nene" has already rebuilt her house using loaned money. She looks forward to the assistance from the Local Gov ernment Unit as a big help to pay off the debt.
“Yan ang hinihintay namin. Hindi naman siguro masama na follow-up na ibigay sa amin. Syempre sinisingil rin kami. Saan kami kukuha (ng pambayad)?” alias “Nene" said.
According to Barangay General Hughes Chairman Ranie Palomo, a regular follow-up has been done at the Iloilo City Social Welfare and Development Office on the distribution of assistance to at least 20 affected families in their barangay.
“Ang pondo na yan, wala pa siguro noong 2025. Bale siguro sa group chat namin, nandyan naman. Nakalagay na inano pa nila ng resolusyon para sa 2026,” Palomo said.
The approved Quick Response Fund of the Iloilo City LGU on November 2025 for victims of tropical cyclones amounted to P16.9 million.
Over P9.1 million of the said amount has been allocated for shelter materials.
Joy Fantilaga-Gorzal, spokesperson of Iloilo City Mayor Raisa Treñas, did not grant GMA Regional TV One Western Visayas an interview, but pointed out that the conversion of shelter materials to cash sought again the approval of the Iloilo City Council.
