The Bureau of Jail Management and Penology (BJMP) has begun implementing measures to mitigate the effects of extreme heat after state weather bureau PAGASA issued an El Niño alert on Wednesday, April 22, 2026.
PAGASA said El Niño is expected to bring extreme heat in the coming months.
As part of its preparations, BJMP in Cagayan de Oro City has rolled out several measures to lessen the impact of rising temperatures.
One of these includes extending what it called “spring time” or increasing the hours persons deprived of liberty (PDLs) are allowed outside their detention cells.
BJMP-Cagayan de Oro City Spokesperson, Jail Senior Inspector Krizza Jane Bermudo, said inmates are usually confined inside their prison cells, but due to congestion and the current hot weather conditions, they are now being allowed more time outside.
“Usual nga day they are in their cells lang pero karon since medyo congested lage ang atong space gina out cell nato sila,” Bermudo said.
BJMP is also strengthening proper hygiene practices among PDLs, particularly by ensuring that they are able to bathe daily.
The bureau said common illnesses experienced by PDLs during the summer season include skin-related diseases, heat stroke, and diarrhea.
However, BJMP clarified that no such cases have been recorded so far in the facilities.
Despite this, the BJMP medical section has already prepared to immediately respond to any PDL who may show symptoms of heat-related or summer-borne illnesses.
Bermudo also said they jail officers have also been directed by the regional office to provide oral rehydration salt (ORS) to those experiencing dehydration.
“Naa pud directives atong regional office nga mag hatag ta ug ORS oral rehydration salts to those ga manifest ug dehydration,” Bermudo added.
Jail officials said there have been no changes to the visitation schedule for PDLs. However, families visiting inmates are urged to avoid bringing food items that spoil easily to prevent the risk of illnesses inside the jail facilities.
