Talisay City, the neighboring local government unit of Cebu City to the south, is on heightened alert even if no activity of the 2026 ASEAN Summit will take place in the city.

Alvin Santillana, head of the city’s Disaster Risk Reduction and Management Office, said the city is in the right position to extend help when needed.

“Gi-declare man gud ni sa OCD (Office of Civil Defense) nga heightened alert nya kay usa man ta sa kasikbit nga mga city, so we are also on alert, because simbako og mangayo sila og augmentation, we can always do so, Santillana told GMA Regional TV Balitang Bisdak.

Personnel of the City Traffic Operations Development Authority deployed to the South Road Properties and N. Bacalso Avenue are ready to help augment security in the event summit delegates will take side trips to areas in southern Cebu.

The city has also sent an emergency vehicle and responders to Lapu-Lapu City. The team is on standby at the staging area near the summit venue.

Only four LGUs are placed on special non-working holiday for the duration of the summit - Lapu-Lapu City and Municipality of Cordova in Mactan Island, and Mandaue City and Lapu-Lapu City in mainland Cebu.

“In order to alleviate traffic and allow the host country to secure the safety of participants in the said event, it is necessary to declare 06-08 May 2026 as special (non-working) days also in the City of Cebu and in the city of Mandaue,” reads Proclamation No. 1239 reads signed by Acting Executive Secretary Ralph Recto.

The Police Regional Office (PRO)-7 assured full alert status during the summit on May 6 to 8, 2026.

At least 7,000 uniformed service personnel and force multipliers, as well as 2,850 logistical assets, have been deployed for the summit.

Leaders from ASEAN started arriving in Mactan Island on September 6. 

This is the second time Cebu is host to the ASEAN Summit; the first being in 2007.
