ERC binatikos sa pagpayag na mabawi ng Meralco ang P3B generation costs

MANILA – Tinawag na imoral at maanomalya ng dalawang kongresista ang ginawang pagbawi ng Energy Regulatory Commission (ERC) sa nauna nitong desisyon at payagan ang Manila Electric Co. (Meralco) na mabawi sa konsumer ang hindi nasingil na mahigit P3 bilyon generation costs. Nanawagan nitong Biyernes sina Party-list Rep Neri Colmenares (Bayan Muna) at Luzviminda Ilagan (Gabriela), sa Kamara de Representantes na imbestigahan ang ginawang pagbawi ng ERC sa naunang desisyon noong June 2008 na huwag payagan ang Meralco na singilin ang P2.7 bilyong general costs mula Agosto 2006 hanggang Mayo 2007. Sa naturang unang desisyon, hindi pinayagan ang Meralco na singilin sa konsumer ang nabanggit na halaga dahil lumampas sa 10 percent cap na itinakda ng Electric Power Industry Reform Act of 2001, ay kinuhang enerhiya ng power company sa wholesale electricity spot market (WESM). Ngunit nitong Miyerkules, nagpalabas ng bagong desisyon ang ERC at pinagbigyan ang inihaing motion for reconsideration ng Meralco. Dahil dito, ang P2.7 bilyon na singil ay umabot na sa P3.371 bilyon dahil isinama ang interes sa hindi nasingil na generation costs. Ang pagbawi sa P3.3 bilyon ay katumbas ng P0.0314 per kilowatt hour (kWh) na pagtaas sa singil sa kuryente na lilitaw sa billing sa Oktubre. Since the ERC has approved electricity rate increase in two thousand nine, Meralco has earned billions of pesos in profits up till now. They earned two billion pesos during the first quarter of this year. They also have a petition to hike their prices in the next five years. What else should they recover from if they are already reaping billions of pesos at the expense of the consumers?" ayon kay Colmenares. Sinabi naman ni Ilagan na hindi dapat ang publiko ang magbayad sa pagkalugi ng Meralco nang hindi sila payagan na singilin noong una ang naturang halaga. “This is not only anomalous but also immoral. Why should the public pay for their business loss? It is a management concern being passed on to the consumers. Also, increases are not justified in the light of their erratic service. It is an additional burden to the poor and middle class," puna niya sa Meralco na kabilang sa mga bagong team na sasabak sa liga na PBA (Philippine Basketball Association). Nais naman ni Cibac party-list Rep. Sherwin Tugna na iutos ng ERC na ipatupad ang pagbawi ng Meralco sa malaking halaga na paunti-unti upang hindi maging mabigat sa konsumer. “Assuming that Meralco is legally entitled to get the generation rates, it must be implemented for a long period of time para hindi mabigat sa mamamayang Pilipino. Huwag magdagdag ng bagong pasanin sa masa," ayon kay Tugna. Para matiyak na mapoprotektahan ang interes ng publiko, sinabi ni Colmenares na kailangang repasuhin ng Kamara ang naturang desisyon ng ERC. “Congress should look into the ERC's functions and methods that give electric companies super profits while majority of Filipinos suffer from poverty and more with every ERC-approved rate hike," aniya. - GMANews.TV
