SPC consortium wins contract to operate Malaya Thermal plant

Lone bidder SPC Light Co. and its affiliate SPC Power Corp. got the contract to operate the 650-megawatt (MW) Malaya Thermal Power Plant, the state-run Power Sector Assets and Liabilities Management Corp. (PSALM) said Monday. The PSALM bids and awards committee declared the P715-million bid of the SPC Power consortium the “lowest calculated and responsive bid" to operate and maintain the Malaya Thermal plant for one year, PSALM said in a statement, citing its president and CEO, Emmanuel Ledesma Jr. Although the SPC Power consortium was the lone bidder in the Sept. 5 bidding, its bid was within PSALM’s P716.8-million budget for the contract, Ledesma said. The consortium made it through the post-qualification process in accordance with the Government Procurement Reform Act, its Revised Implementing Rules and Regulations, and other provisions stipulated by the Government Procurement Policy Board. “PSALM will issue a formal notice awarding the Malaya [operation, maintenance service contract] to the consortium, which will require the winning bidder to post a performance security bond and enter into a contract with PSALM within 10 calendar days," Ledesma said. — VS, GMA News
