PNoy Promises scorecard: Improving, but still behind schedule

At its halfway point, the Aquino administration has made steady progress in fulfilling its promises, but is still behind schedule in many areas, according to the Movement for Good Governance (MGG).
The MGG released its latest report on the eve of President Aquino's fourth State of the Nation Address (SONA).
The year-long period ending this month was marked by several high-profile, even historic, achievements by Aquino that included a peace agreement with the Moro Islamic Liberation Front and landmark laws on Reproductive Health and Sin Taxes.

Not surprisingly, the MGG gave Aquino his highest marks in Governance. But it added this caveat regarding his war on corruption (or "daang matuwid" campaign):
"While the President is held in high regard with respect to his honesty and integrity, his personal virtues have yet to be adopted as a way of life by public servants. Corruption is perceived as a serious problem in the country with a score of 34 on a scale of 1 to 100 with 100 being very clean (Transparency International)."
Aquino's SONA on Monday comes on the heels of a scandal involving lawmakers' pork barrel, billions of pesos of which reportedly went to bogus NGOs via the consent of conniving senators and congressmen.
Chaired by Prof. Solita Monsod, who is also a GMA News and Public Affairs host and analyst, the MGG is a citizens group that has given the Aquino administration grades every year according to how effectively it has pursued the promises it made in its first year. – Howie Severino, GMA News
