P2.268-T gov't budget sa 2014, lusot sa 2nd reading sa Kamara; 'pork barrel' ni PNoy, 'di ginalaw

Inaprubahan na sa ikalawang pagbasa sa plenaryo ng Kamara de Representantes nitong Biyernes ng gabi ang General Appropriations Act (GAA) bill na naglalaman ng  P2.268-trilyong pondo ng pamahalaan para sa 2014.

Bago matapos ang sesyon, pinasalamatan ni Speaker Feliciano Belmonte, Jr., ang mga lider ng Kamara at mga kapwa nila mambabatas sa pagsisikap na matapos ang paghimay sa budget na tumagal ng dalawang linggo.

Ipinagmalaki rin ng pinuno ng mga kongresista ang pag-alis sa P25 milyong lump-sum na Priority Development Assistance Funds (PDAF) na kilala rin sa tawag na "pork barrel" funds.

“The House has moved to abolish the age-old PDAF not only as a response to public outcry but as a first step towards arresting any possible abuse of the same, even as we continue to explore the best possible alternative means to still afford our people with the social services and other needs they require,” ayon kay Belmonte.

“I am grateful for the patience and full cooperation from the officers and representatives of all agencies of the Executive Department, the Constitutional Offices and other stakeholders for their valuable inputs during the entire budget process,” dagdag pa niya.

Nitong Biyernes ng gabi, nagkainitan pa sa plenaryo sina Abakada party-list Rep. Jonathan dela Cruz si Quezon City Rep. Jose Christopher Belmonte habang nakasalang sa deliberasyon ang pondo ng Autonomous Region in Muslim Mindanao (ARMM).

Tinawag nina Belmonte at Davao City Rep. Isidro Ungab , chairman ng House Committee on
Appropriations, ang 2014 budget sa temang: “Paggugol ng Matuwid: Daan sa Kasaganaan.”

Ayon kay Ungab,  ikinalat na ang PDAF lump sum sa iba't ibang kagawaran: Department of Education and Commission on Higher Education (P3.691 bilyon); Department of Health (P3.691 B); Department of Labor and Employment (, P3.691 B); Department of Social Welfare and Development ( P4.713 B); at Department of Public Works and Highways (P9.654B).

Tiniyak din ng liderato ng Kamara na inilagay sa GAA ang mga bagong panuntunan para sa mas mahigpit na pagpapatupad ng mga proyekto at programang inirekomenda ng mga mambabatas.

Kabilang sa mga bagong panuntunan ang pagbabawal na magpadaan ng pondo sa mga non-governmental organizations (NGOs), masusing pagsunod sa procurement law, at hindi na papayagang magrekomenda ng proyekto sa labas ng distrito ng kongresista.

Samantala, hindi naman ginalaw ng mga mambabatas ang kontrobersiyal din na Special Purpose Funds (SPF) sa tanggapan ni Pangulong Benigno Aquino III, na ikinukonsidera ng iba na pork barrel funds ng pangulo.

Ang tinatayang P1 trilyong SPF ni Aquino ay nakapaloob sa Budgetary Support to Government Corporations (P71.65-B), Allocations to Local Government Units (P361-B), Calamity Fund (P7.5-B), Contingency Fund (P1-B), DepEd Educational School Building Program/Education Facilities Fund (P1-B), E-Government Fund (P2.4-B), International Commitments Fund (P4.82-B), Miscellaneous and Personnel Benefits Fund (P80.7-B), Pension/Gratuity Fund (P120.4-B), Feasibility Studies Fund (P400 milyon), Customs duties and taxes, including tax expenditures fund (P26.9-B) at Debt Service Fund Interest Payment (P352.65-B).

“Calamity fund is needed because we can’t predict the number of typhoons that we deal with every year. The same goes for Contingency fund, considering the volatile situation in the Middle East ,” paliwanag ni Ungab.

Ayon sa kongresista, binigyan ng pinakamalaking alokasyon ang Department of Education (P336.9-B), na sinundan ng Department of Public Works and Highways (P213.5-B), Interior and Local Government (P135.4-B), National Defense (P123.1-B), at Department of Health (P87.1-B)

Mayroon namang P80.7 bilyong pondo ang Department of Agriculture, habang P79.0 bilyon ang inilaan sa Department of Social Welfare and Development, kung saan nakapaloob ang alokasyon para sa Pantawid Pamilyang Pilipino (PPP) Program na inaasahang makatutulong sa may 4.3 milyong mahihirap na Pilipino. -- RP/FRJ, GMA News
