DOTC seeks bidders for Southwest transport terminal

The Department of Transportation and Communications (DOTC) gave companies until May 15 next year to submit bids for the agency's fourth public-private partnership (PPP) project, a P2.5-billion mass transportation terminal at the southwest end of Metro Manila.
In an invitation to bid, the DOTC informed interested firms of the deadline for the the proposed Integrated Transport System (ITS) project – Southwest Terminal at a 2.9-hectare property located at the Coastal Road Terminal along the Manila-Cavite Expressway.
The project involves a 35-year contract to finance, design, construct, operate, and maintain a passenger terminal building, arrival and departure bays, public information system, ticketing and baggage handling facilities and park-ride facilities.
The transport terminal, which would be under a Build-Transfer-Operate arrangement, is meant to connect passengers coming from Cavite to other urban transport systems like the future Light Rail Transit line 1 (LRT 1) South Extension to Bacoor in Cavite as well as city buses, taxis, and other public utility vehicles plying Metro Manila.
Bidders must have local or international experience in transport terminals within the last 10 years.
They must also have completed one or more projects with at least 300 parking bays for vehicles and a P2-billion worth in total.

The contract provides for commercial complexes, shopping malls, airport terminals, parking complexes, or freight terminals.
Bidders should have a net worth of at least P600 million and should be able to show proof that they can raise at least P1.4 billion for the proposed terminal project.
“This terminal will ensure effective interconnection between different transport modalities and services and thus ensure efficient and seamless travel for the commuting public,” the DOTC said.
The three PPPs the DOTC has already rolled out are:
- Mactan-Cebu International Airport;
- automation and integration of ticketing in Metro Manila's three metro railways; and
- the extension of LRT line 1 to Cavite.
