BCDA to open bid proposals for SCTEX price challenge on Jan. 30

The bid proposals and eligibility documents for the Subic-Clark-Tarlac Expressway (SCTEX) price challenge will be accepted by the Bases Conversion and Development Authority until Jan. 30, 2015. 
 
The bids will be opened and examined on the same day, according to BCDA. 
 
Interested parties have until Jan. 30, 2015 to submit eligibility documents and technical and financial proposals. 
 
BCDA is bidding out the rights, interest and obligations in managing, operating and maintaining SCTEX under a 28-year business and operating agreement or until 2043.
 
A pre-selection conference for bidders will be held on Jan. 6 to discuss  the terms of reference and other issues relevant to the project.
 
The announcement of the "highest rated and responsive proponent" – the group  or company that met eligibility requirements and submitted the highest upfront cash proposal – is expected three days after the BCDA Board's approval.
 
The price challenge involves is besting the commercial offer of the Manila North Tollways Corp. (MNTC), the current holder of a business and operating agreement with the BCDA over SCTEX.
MNTC has the right to match the highest bid for the project within 10 days of notice of the best bid for the project.
 
BCDA said the minimum acceptable upfront cash payment should be higher than P3.5 billion.
 
At the same time, the government is subjecting to a price challenge the terms of the most improved commercial offer of MNTC as follows:
 
  • Upfront cash payment of P3.5 billion to BCDA


  • 50-50 sharing of gross toll revenues between BCDA and its private sector partner (PSP)


  • Operation and maintenance costs of the SCTEX under the exclusive account and responsibility of the PSP


  • Assumption of BCDA's right and obligations under the North Luzon Expressway- SCTEX Toll Collection System Integration Agreement
