DICT draft EO orders LGUs to approve cell site applications in 7 days

The Department of Information and Communications Technology (DICT) on Friday said an executive order has been drafted mandating local government units (LGUs) to approve applications for new cell sites within seven days.

The move is part of efforts to improve the state of mobile network services in the country.

"I have drafted an executive order that will mandate all local agencies to fast-track the issuance of permits for those who will be applying to construct, install, and operate telecommunications facilities, broadcast facilities, and other public services in seven days time," Information and Communications Secretary Rodolfo Salalima said during the second day of the Philippine Telecoms Summit 2017 in Pasay City.

"If they fail to act, automatically the permits will be deemed approved. If they did not (approve), they have to put their reasons. And if their reasons are not in accordance with law, I am willing to bring them to the Ombudsman," the Cabinet official noted

Right now, it takes about 25 permits and eight months to complete the approval process for a single cell site. Telcos must deal primarily with local governments that are within the purview of the Department of Interior and Local Governments (DILG).

Telecommunication services are not only the concern of businesses, but is a "national concern," Salalima noted.

"Therefore, everybody, not only the DICT but also the DILG and the leagues of local municipalities, cities' mayors and governors must cooperate with us," he said. — VDS, GMA News
