Panukalang national ID system binuhay ng militar

Binuhay muli ng Armed Forces of the Philippines (AFP) nitong Lunes ang rekomendasyon na ipatupad ang kontrobersyal na national identification card system upang mapabilis umano ang kampanya laban sa mga grupo na banta sa seguridad ng bansa. Sinabi ni Lt. Col. Bartolome Bacarro, tagapagsalita ng AFP, na muling inirekomenda ng pamunuan ng militar ang pagbuhay sa ID system sa isinagawang command conference sa Camp Aquinaldo na pinamunuan ni Pangulong Gloria Macapagal Arroyo. Agad naman umanong inatasan ni Arroyo ang Department of National Defense na lubos na pag-aralan ang mungkahi. "The recommendation for the revival of the national ID system is to accelerate accomplishing the marching orders given to the AFP. The President has directed the DND to conduct a study with the guidance that it should be within the purview of what is lawful," pahayag ni Bacarro. "That recommendation was made by the Armed Forces of the Philippines but we would like to highlight that it is subject to a very tedious study (by the DND) that it should be within the purview of the law," idinagdag niya. Matatandaan na inatasan ni Arroyo noong 2006 ang AFP na wakasan ang problema ng rebelyon ng komunistang grupo bago matapos ang kanyang termino sa 2010. Nang tanungin kung si AFP Chief of Staff Hermogenes Esperon ang nagrekomenda sa ID system, sinabi ni Bacaro na: "No, it was brought out by the AFP, not necessarily by Gen. Esperon. It was a recommendation made by the AFP. That is to support what we call effort to have a common ID." Tumanggi si Bacarro na magbigay ng detalye sa mungkahi ng AFP at ipauubaya na lamang umano ito sa magiging rekomendasyon ng DND. Sinabi naman ni Philippine National Police chief Director General Avelino Razon Jr, dumalo rin sa command conference, na ang ID system ay batay sa Social Security System o PhilHealth ID card. "The concentration is not on security concern but on government service that will be provided like Philhealth, SSS, among others. We should really establish an ID system and the people should not be scared of this. The ID system is not in a way to infringe on basic human rights but to provide service to our countrymen, just like PhilHealth and SSS," paliwanag ni Razon. Sa tanong kung posibleng ngayong taon ipatupad ang nasabing sistema, sagot ni Razon: "Yes, as soon as possible so that insurgents, terrorists, criminal elements could not hide behind the cloak of anonymity." Idinagdag ng pinuno ng PNP na pabor si Gng Arroyo na ipatupad ang national ID system ngunit nais umano ng Punong Ehekutibo na magagamit ng publiko ang ID sa serbisyo ng gobyerno. "She is in favor of having national ID system but it’s in the vein of an ID system that would provide services to our citizens. What she said was for the secretary of national defense to study on how we could implement the national ID system," ayon kay Razon. Kasama rin umanong natalakay sa pulong ang pag-amyenda sa Human Security Act upang higpitan ang batas sa pag-iingat sa mga pampasabog. Sa command conference, sinabi ni Bacarro na ipinaalam kay Gng Arroyo ang kampanya ng militar laban sa mga grupong banta sa pamahalaan. Inatasan umano ng Pangulo ang AFP na paigtingan nito ang kanilang kampanya. Kabilang sa ulat ng AFP kay Arroyo ang paghina umano ng pwersa ng NPA na tinatayang may 5,760 kasapi, mas mababa ng 20 porsyento kumpara noong 2006. Ang armas ng grupo ay sinasabing 367 lamang at ang 13 barangay na lamang na kontrolado at nasa ilalim ng impluwensya ng mga rebelde. Samantala, mula sa 452 miyembro ng Abu Sayyaf, sinabi ni Bacarro na bawasan ang mga bandido ng 69 noong nakaraang taon at "na-contained" ang grupo sa Basilan at Sulu. - Fidel Jimenez, GMANews.TV
