Panukalang ID system haharangin ng mga militante

Sasalubungin ng matinding batikos at protesta ang anumang hakbang ng Malacañang at ng Armed Forces of the Philippines (AFP) na ipatupad ang national ID system. Ito ang pahayag ng Bagong Alyansang Makabayan (Bayan) nitong Martes sa pangambang lalabagin ang ilang karapatang pantao sa ilalim ng panukalang national ID system. "Bayan believes that the proposal of the AFP will be met with strong opposition and protests and will be defeated in any legal forum," ayon kay Renato Reyes, Jr., Bayan secretary general. "We all know the dismal record of the AFP when it comes to respect for human rights. The fact the AFP wants this measure to allegedly fight the insurgency means that there is a high possibility that human rights will again be violated," idinagdag ni Reyes. Matatandaang itinuro ng ilang dayuhang monitoring groups kabilang na si United Nations special rapporteur Philip Alston ang counter insurgency program ng AFP sa mataas na bilang ng pagpatay at pagdakip sa mga aktibista sa ilalim ng adminstrasyon ni Pangulong Gloria Macapagal Arroyo. "If government allows the proposal, it would be like nationalizing the dreaded cedula campaign of (retired) Gen. Jovito Palparan. Those without ID's would be immediately labeled as suspects. This can open the floodgates for further human rights abuses," pahayag ni Reyes. Iginigiit ng grupo na noong panahon ni Palparan sa 7th Infantry Division sa Gitnang Luzon, hiningi niya sa lahat ng residente ng barangay sa Nueva Ecija na magdala ng sedula bilang patunay na sila ay tunay na residente sa lugar. Ipinaliwanag ng grupo na ang sinumang mabigong makapagpakita ng sedula noon ay mangangahulugang tagalabas o miyembro ng New People’s Army. Ito umano ang naging ugat ng sari-saring kaso ng pang-aabuso na ibinalita ng media. "The Arroyo (administration) is toying with all the ingredients of another martial law. It has used emergency powers in 2006. It has test run a curfew in 2007. It seeks the revival of the anti-subversion law. Now it wants a national ID system in the name of national security," sinabi ni Reyes. "There may be a grand design here being cooked up by Malacañang, one that seeks to keep the president in power until and beyond 2010," idinagdag niya. Samantala, idinepensa ni Philippine National Police (PNP) chief Gen. Avelino Razon, Jr na sa panunumbalik ng national ID system gagamitin na lamang ang mga card ng Social Security System, Philhealth, at Government Service Insurance System upang magkaroon ng iisang database. "We will not come up with a new ID card (for this purpose). What we will do is just integrate all existing IDs like the SSS, GSIS, Philhealth," pahayag ni Razon sa Camp Crame. Bagama't sinabi ni Razon na layunin ng national ID na mapadali ang pagbibigay ng serbisyo ng gobyerno, inamin niyang ang panukalang sistema ay makatutulong sa mga operasyon ng militar at pulisya. "The President emphasized that this should not be geared much to the national security requirements but on the delivery of basic, social services," ayon kay Razon. Subalit nanindigan si Razon na malaki ang maitutulong ng national ID system sa mabilis na pagtukoy ng awtoridad sa mga kriminal at terorista. "Terrorists and criminal elements thrive in conditions where they can hide their names. This is why insurgents use alias or guerilla names so that even if they are already right in front of you, you wouldn't know that they could already be guerilla commanders. But now, with that system, like in a barrio, you will already know who are not residents there," paliwanag ni Razon. Muling inulit ni Razon ang apela ng gobyerno sa publiko na huwag mabahala sa bantang maaabala ang kanilang privacy dahil gagamitin lamang ito para tiyakin ang pagkakakilanlan ng isang tao. Ayon sa kanya, wala itong pinagkaiba sa gamit ng personal na ID cards sa mga paaralan. "We have to do this. Even progressive countries, democratic countries, they have a national ID system. In the US, they have their internal revenue ID," pahayag ni Razon. Nitong Lunes, iminungkahi ng AFP kay Pangulong Arroyo na ipatupad ang national ID system sa bansa sa lalong madaling panahon alinsunod sa layunin nitong masawata ang rebelyon bago ang 2010. Tumugon ang Pangulo sa pamamagitan ng pagbibigay ng utos sa Department of National Defense na pag-aralan ang mungkahi bagama't wala pang ibinigay na deadline. - Mark J. Ubalde, GMANews.TV
