Sinabi ng Department of Migrant Workers (DMW) na umabot na sa 150 ang natanggap nilang reklamo mula sa mga Pinoy na kinuha sa ilalim ng seasonal workers program sa South Korea mula noong 2022.
Sa press briefing nitong Lunes, sinabi ni DMW officer-in-charge Hans Leo Cacdac, na mayroong 3,353 Filipino seasonal workers sa South Korea hanggang noong December 2023.
Nagsimulang ipadala sa nasabing bansa ang mga Pinoy noong 2022 sa ilalim ng programa na pinapayagan ang short-term employment para sa mga foreign agricultural worker. Ginagawa ito para matugunan ang kakulangan ng mga manggagawa tuwing peak planting at harvesting season sa South Korea.
“Over the period of time since the deployments began in 2022, we have received a number of complaints from the workers. Around 150 or so are the registered complaints by our migrant workers office in Seoul,” ayon kay Cacdac.
“[Ang mga reklamo] exacting fees, legal deductions from wages, and cases even of involvement of brokers or intermediaries in recruitment both in Korea and here in the Philippines charging fees or exorbitant amounts of money,” dagdag pa niya.
Ayon pa kay Cacdac, nakapagtala rin sila ng limang kaso ng physical abuse, limang medical cases, at apat na natural deaths ng mga Pinoy sa South Korea sa loob ng nakalipas na dalawang taon.
Kasunod nito, naglabas umano ang DMW nitong nakaraang Enero ng moratorium sa deployment ng seasonal workers, upang ang pamahalaan na ng Pilipinas ang makikipag-ugnayan sa lokal na pamahalaan sa South Korea na mangangailangan ng seasonal workers.
Sabi pa ni Cacdac, maglalabas din ang DMW ng permanent guidelines para sa deployment ng Filipino seasonal workers na sasakop sa standards of protection, fair treatment, decent working hours and wages, access to justice, and the monitoring and prohibition against exorbitant fees ng mga manggagawang Pinoy.
“These guidelines are forthcoming. We’re slated to meet with the (Republic of Korea) Ministry of Justice soon, and we’re hoping na at the very latest to have these guidelines issued by next week,” pahayag ng opisyal.—FRJ, GMA Integrated News
