No tuition hike for undergraduate students of PUP – President de Guzman


Polytechnic University of the Philippines (PUP) President Emanuel C. De Guzman reiterated that the University continues to impose a P12.00 per unit tuition for undergraduate students contrary to data reported by student groups to media. President De Guzman issued the clarification in reaction to an inaccurate information of the National Union of Students of the Philippines (NUSP) Tuition Monitor Project and release to media that tuition in PUP had gone up from P300.00 to P1,500.00 per unit under a socialized scheme. “We remain committed that tuition in PUP, the lowest collected from students of state colleges and universities in the country, should be affordable and that our university continues to offer quality education for the sons and daughters of the poorest families in our country,” President De Guzman said. But the president also explained that tuition fees in the PUP’s Graduate School (GS) and Open University Masters Programs (OU) will be increased in the coming school year 2013-2014. Starting June, PUP-GS tuition of Masters students will increase from P200.00 to P400.00 per unit while doctorate programs will impose a P500.00 tuition per unit from P250.00 per unit. The masters programs in the OU will also increase its tuition from P200.00 to P400.00 per unit. President De Guzman, however clarified that the tuition hike was a result of consultations from students of GS and OU. Based on the benchmark conducted, the University offers the lowest tuition for the graduate programs compared to other state universities and colleges. “The PUP’s Graduate School and the Open University received minimal funding or subsidy from the national government compared to the budget allocated for our undergraduate programs. We need this tuition hike for the continuing operation of our Graduate School and Open University. The PUP administration also believes that graduate schooling is a privilege to professionals who would like to earn higher academic degrees,” President De Guzman said. On the other hand, the Administration has lowered the Student Information System (SIS) Fee from P250.00 to P225.00. President De Guzman also explained that the Administration will increase the Sports Development Fee (SDF) to uplift the sports development program of the university and provide the university athletes of their much-needed support and assistance. The University is collecting a Sports Development Fee, Competition Development Fee and Athletic Fee totally amounting to P92.00. It was proposed to increase the total amount to P150.00 and will be collectively called as Sports Development Fee. The 150.00 SDF is also the minimum amount decided in a meeting by presidents of State Universities and Colleges (SUCs) in the National Capital Region to be collected from students.   “While our PUP athletes have displayed outstanding performances in various competitions and provided the University of numerous titles, record-breaking accomplishments and feats, they received minimal support from the Administration in the past years because of meager resources and budget. It is high time that we give them the proper support and assistance they richly deserve through additional funding,” President De Guzman said. President De Guzman also stressed that the collected Sports Development Fee will be put into a fiduciary fund. A fiduciary fund ensures that the SDF will only be spent for sports development program and not be diverted to other purposes. The students, through their elected representatives approved the increase in SDF in a series of consultations but demanded that such collection be put into a fiduciary fund.
