PLM and GPPB-TSO to offer Certified Public Procurement Specialist course


Pamantasan ng Lungsod ng Maynila President Dr. Ma. Leonora V. De Jesus and Secretary of Budget and Management Benjamin E. Diokno jointly signed Monday a Memorandum of Agreement for the conduct of a training program on procurement systems and procedures.

Secretary Diokno signed the MOA in his capacity as chairperson of the Government Procurement Policy Board (GPPB).

The program—which  shall be jointly offered by PLM and the GPPB, through its Technical Support Office or GPPB-TSO—aims to professionalize and train Bids and Awards Committees (BACs), the BAC Secretariats and the Technical Working Groups of procuring entities in the proper implementation of procurement rules and regulations.

Under the MOA,  State University PLM will open the certificate course in three levels and modules – basic, intermediate and advanced.

PLM will organize, manage and operate the program and provide all logistical and other requirements like classrooms, facilities, equipment and administrative and jointly engage manpower requirements (resource speakers and lecturers) with GPPB-TSO.

The program will initially run for two years with the certificate courses offered to one GPPB-TSO employee or chosen beneficiary (public procurement practitioner) free of charge,  for every ten enrollees that PLM accepts into the program.

Those who complete the course will earn the title certified public procurement specialist with corresponding Level 1 (for basic), Level II (for intermediate) and Level III (for advanced).

Upon the completion of every run of the program, PLM shall be entitled to one-hundred percent of the revenues.

The program will be open to public officials directly or indirectly involved in the procurement process as well as private parties who participate in the procurement activities of the government.

The MOA signing was held at the President Ramon Magsaysay Entrepreneurial Center (PRMEC) of the Pamantasan ng Lungsod ng Maynila in Intramuros Monday.
