It's a widely accepted fact that women put on makeup to appear more beautiful, but it's a definite taboo to be seen actually doing it.
 
The truth is, people don't want to see you working hard on your appearance, much like how a sexy LBD works (no one has to know about the Spanx action happening underneath, right?).
 
The application of makeup is a private and mysterious act; or at least it should be. Doing it in public can feel like voyeurism to a degree, and the trick to looking “effortless” is a secret best kept between you and a mirror.
 
So, before you whip out your handy compact for a mandatory retouching, do a parameter check or at least refer to this guide for a rundown of the appropriate places to apply makeup.

Most makeup products promise at least five hours of wear, meaning you won’t have to retouch for a good amount of time. If you’re the type who’ll need to wait for their makeup to set, then establish the basics before stepping out the door: primer, foundation, concealer, and your brows.
 
Try not to apply your entire face at your destination (whether it be your work place, your friend’s party or any other event). This way, you only need to concern yourself with minor retouching throughout the day and when this happens you can consider going elsewhere.

Feel free to make little tweaks to your look here. Just be wary of how much time you're spending in there. If you're with company and you simply excused yourself to check on the status of your makeup, seven minutes is the acceptable duration.

In a private vehicle  
By all means apply makeup inside your car. But never in transit! 
Never do it in public transport.
 
After safely getting to your destination, park your car and flip down the visor mirror. It's normal (even recommended) to do a makeup check before leaving. People understand that sometimes, this is all the time you have in-between meetings or errands. Take advantage of this opportunity to re-perfect your war paint.
 
Note that this rule doesn't apply to other modes of transportation though. Trains, buses and taxis don't count. Again, the goal is to apply makeup without witnesses. The key is to keep beauty as mysterious as possible.
 
Anywhere you're alone  
Say, you're in a private dinner with your beau and he asked you to wait for a surprise. As you look around, you realize you're the only one there.
A quick look in the mirror is okay even when you're in a public place.
 
This is the only exception where a quick check is approved. Check only if anything is out of place (like if your lipstick is feathering – when your lip product is going beyond the rim of your mouth – or if your mascara is running).
 
In the end, use your senses to judge whether you're being appropriate or not. A quick look in the mirror won't hurt even when you're in a public place, and on some occasions, a swift powdering will pass too.
