Clark International Airport now under DOTC
President Beningo Aquino III has transferred the supervision of Clark International Airport Corporation (CIAC) to the Department of Transportation and Communication (DOTC) to ensure the continued development of the Clark Civil Aviation Complex (CCAC), where the Diosdado Macapagal International Airport (DMIA) is located. Because of this, the powers and functions of CIAC will be vested in and exercised by an 11-member Board of Directors to be composed of DOTC Secretary Manuel Roxas II as chairperson, Tourism Secretary Ramon Jimenez as vice chairperson, with Manila International Airport general manage Jose Angelo Honrado and the Civil Aviation Authority of the Philippines director general as members. Aquino, in signing Executive Order No. 64 last Dec. 21, ordered the Bases Conversion Development Authority (BCDA), where CIAC was previously connected as its subsidiary, to transfer all shares of stock and the control over assets and facilities of the CIAC to the national government, which shall be the “registered stock holder of record.” At present the shares of stocks are in the name of individuals representing the BCDA. According to the EO, the seven other members of the board will be appointed by Aquino upon consultation with Roxas, representing the equity in the capital stock of the national government in the CIAC. CIAC exercises jurisdiction over Clark Civil Aviation Complex, which is envisioned to be the Philippines’ premier international airport. The Diosdado Macapagal International Airport is within CCAC. Aquino said to ensure the continued development of the CCAC, there is a need to establish clear lines of authority and accountability by directing a specific cabinet office to exercise primary oversight functions over the same. “In order for the DOTC to effectively oversee and monitor the development of CCAC, there is a need to transfer administrative control and supervision over CIAC to DOTC,” he said. — Amita O.
