Bidding terms for Clark Green City development out in two months, says BCDA


The terms of reference for bidding the first phase of development of Clark Green City will be out in the next two months, and will be open to foreign and domestic contractors, the state-run Bases Conversion and Development Authority (BCDA) said Friday.
 
The National Economic and Development Authority (NEDA) board, chaired by President Benigno Aquino III, approved the master plan for the project before midnight Thursday. 
 
BCDA is now preparing the terms of reference for Phase One of Clark Green City, covering 1,321 hectares, Arnel Paciano Casanova, BCDA president and CEO, told reporters in an interview, saying it will be published within two months after the NEDA approval.
 
The development cost of the first phase is estimated at P1.3 billion, and Casanova said the BCDA expects utility, infrastructure and green technology developers to join the bidding.
 
The BCDA chief noted the need to have a well thought of development, considering Clark Green City, which involves 40,000 hectares and includes Clark Freeport and Special Economic Zone, is a huge project that transcends the scope and sized of the mixed-use Bonifacio Global City.
 
The project is envisioned as the first smart, environment-friendly, and disaster-resilient metropolis that will serve to attract investors.

BCDA intends to tap the World Bank to help  fund the project.
 
Apart from schools, BCDA wants to lure top caliber schools and non-heavy manufacturing facilities to locate in Clark Green City. 
 
Last week, BCDA and the University of the Philippines signed an agreement for the state university to establish a campus in Clark. –  VS, GMA News
